The Blue Dots Approach
Blue Dots turns local proximity into economic value through four reinforcing levers. Each strengthens the others, so the ecosystem compounds as adoption grows — no single lever works alone.
The four reinforcing levers

Blue Dots as shared digital rails. A 2–3 minute voice conversation — in any local language, on any phone, including a basic feature phone — is enough to become a Blue Dot: a precise, location-anchored digital signal on a shared district map. No form, no English, no digital literacy required. AI understands intent, structures the signal and places it on the map, then keeps working — nudging seekers and providers toward nearby options, surfacing relevant dots, and emitting live patterns for administrators. This reaches the long tail: the 80%+ of the district economy that has never appeared on any digital system. The rails are offered as Digital Public Goods.

Local ecosystem aggregators. Density doesn’t have to be built one entity at a time. ITIs, MSME/SMB associations, civil-society organisations and skilling centres onboard entire institutions at once — an ITI has hundreds of students, an MSME association hundreds of member businesses. This builds density rapidly and gives signals institutional credibility. Aggregators are what make Blue Dots both scalable and credible.

District facilitation team. A live map needs a live rhythm; without active maintenance, dots go stale and discovery reverts to word-of-mouth. Anchored by the district administration, the facilitation team is the “rhythm keeper” — keeping both sides of the map current, connecting aggregators and innovators, and maintaining follow-through. This is a convening and coordination role, not a technology-management one. It is typically 6–8 members drawn from government, the social sector and MSME associations, with a small Project Management Unit (PMU) behind it.

Innovators. As density grows, the map becomes valuable infrastructure for private actors — staffing firms, assessment providers, placement firms, transport and financial-services providers. They plug in because it serves their own interest (near-zero acquisition cost, discovery time in minutes not weeks), and their engagement compounds the map’s value for everyone — making the ecosystem self-sustaining.
Together these levers convert proximity into economic value not through new investment, but by making what already exists visible, credible and continuously actionable.
From signal to match
Section titled “From signal to match”At a high level, the lifecycle of a Blue Dot is:
- A seeker or provider creates a signal (directly, by voice, or via an aggregator).
- The signal is stored as a schema-typed item in a Signals DPG instance.
- The network performs discovery across relevant peer instances and surfaces candidate matches.
- An action between two items produces a structured event (e.g. an interest, a connection, a placement).
- Outcomes feed back as data — improving match quality and measuring district-level impact.

Why DPGs
